If you wanted to maximise weight loss I would recommend doing frequent running. While swimming is a very good full-body workout, running helps to shed that extra fat!

One of the most important things to do when losing weight is NEVER skip breakfast and try to not snack throughout the day. You could also have an under-active thyroid but I highly doubt it. If you are still having trouble losing weight in a few months, consult your doctor or even a nutritionist.
